Overview of the organization and mission.

 The Clay Council on Aging, Inc. operating as Clay Transit serves all of Clay County’s transportation needs via a system of deviated fixed routes or flex routes and coordinated paratranst services.   Our flex route operation currently consists of six routes serving seniors, the disabled and other transportation disadvantaged, commuters and the general public in Middleburg, Keystone Heights, Green Cove Springs and Orange Park providing connections to the Jacksonville Transit Authority, Putnam County Transit and the Regional Transit System in Gainesville/Alachua County.   All routes offer services to rural residents and suburban residents, linking them to jobs, educational facilities, community and senior centers, medical facilities, shopping, government offices, etc.

 Organizational Structure - The Clay County Council on Aging is a 501(c)3 non-profit organization with a volunteer board of directors that operates aging and social services and services as the public transportation agency for Clay County.  With the support of the Clay County Commissioners, we operate the County’s public transportation system and provide a variety of services for the aging and other low income adults.   

 Clay Transit which serves as the Community Transportation Coordinator for Clay County, operates as a division within the overall organization providing public fixed/flex routes and coordinated paratransit.   Transit services in Clay County are operated directly by Clay Transit with staff and drivers employed by the organization.  All services are managed and provided the Clay Transit and the organization is responsible for insuring vehicles, hiring and training drivers, operating and scheduling the vehicles and marketing. Maintenance is provided through a joint effort between Clay Transit and the Clay County Commissioners at the fleet maintenance shops operated by the County.  Lastly, fuel is purchased at the county fueling stations as well as local gas stations for vehicles that are housed outside of our base of operations in Green Cove Springs, Orange Park, Middleburg, and Keystone Heights.
